We are an NGO in Tokyo, Japan. We advocate
that Japan should take a much greater leadership role
in global issues, as one of the most reliable allies to
the United States. Japanese people must endorse a foreign
policy based on a sense of mission, brave spirit, and
willingness to do some hard work. Japan should not hesitate
to use force, if necessary.
Regrettably, populist left-wingers who assume themselves
representing the "civil" or "grassroots"
voice, distort public opinion these days. Moreover, some
of the media are excessively supportive of these people,
though this is merely their opinion.
Actually, Japanese leaders have tried to accumulate a
considerable amount of knowledge, establish global contacts,
and exercise analytical insights. However, they have not
been courageous enough to act for the future.
In view of this, we believe that Japan should manage the
world with America to tackle global threats for the future,
rather than complain about its hegemony. |

(1) The Britain of Asia: Global Leadership
as America's most reliable ally
We insist that Japan should take greater global initiatives
through the special relationship with America, as Britain
does. Leftists, populists, and jingoists are completely
wrong. The special relationship with the United States
is helpful for Japan to exercise global leadership without
undermining its sovereignty. Also, it is helpful for Japan
to tackle global and regional challenges, posed by various
actors, like terrorists, radicalists, China, Russia, and
North Korea.

(2) Reconsider lukewarm pacifism and postwar foreign policy
(ú@) New "Big Stick Diplomacy"
We should reconsider postwar pacifism. It is irrational
that Japanese people are so apologetic about the war which
broke out 60 to 70 years ago. Now, Japan is not a loser
of World War II, but a winner of the Cold War. Japan can
join the fight against any kind of global threat with
the United States and its allies. Even a unilateral action
by Japan will be acceptable to the world, only when it
provides global public goods and serves its national interest.
Both America and Britain have been democratic, even though
they pursue power diplomacy. Japan can do it as well.
We hope sending Japanese troops in Iraq will be an important
step for a brave diplomacy in the future.
(úA) Review the Constitution
Too much obsession with Article 9, well-known pacifist
clause, will be dangerous. Just as Robert Kagan, a leading
neo-conservative insists, global politics is a Hobbesian
world where state and non-state actors clash with each
other. Given this fact, few countries respect pacifist
Japan, but North Koreans regard Japanese people as wimps
with contempt.

(3) Conclusion
Japanese leaders should take a bold step for global leadership
with the United States, regardless of vehement domestic
opposition. We advocate it. |
